Dude we need to use skills with .08 millisecond reaction time if we do as u say. Like using u r e when the spear guy does e and with bearpaws etc

yes. thats how some guys sweat. makes them non casuals. edit: they basically not only know what the enemies can do but when there best timing is. with experience it becomes kinda "easy" to predict when bear paws will e when they got 3 bleed stacks and u bait opportunity for them.

1st Q vs immobile or enemies that doesn’t have a lot of mobility 2nd Q vs ranged or enemies with a lot of mobility

Sunder armor have great dps, suitable for face to face(brawl) fight since it only 2s cd also applying def down debuff to enemy Deadly swipe is have 4s cd and ofc less dps than sunder armor, but deadly swipe have nice mobility, great vs kite build like frost staff/bows. Also deadly swipe allow you to pre-stack on mobs So it's really up to you, which gameplay do you prefer. Both are good.
