How do you get the collections?

I have a question that nobody was able to answer. There is a cape I don't know if it is a new one or not but it would fit a spawn style perfectly. The cape I'm looking for has holes at the bottom and has a high back around the head. I know my Englisch is terrible but I hope someone can tell me the name of this cape.

it's the Negative Speed Force material that get those colors.

Speed Force Spectrum. You need to get it as a Hero then use Replay Badges to buy it on your Villain. Or you can buy the Enhanced version from the MArketplace.

@@crypticechoes9175 Good question. I was waiting for him to run with the material applied to see the speed trail. And it is quite unfortunate. Would have loved the material to change the speed trail lightning color.
