Instead of using a gaussian blur on the windows I personally love to use some radial blur zoom and angle it so it really gives off the vibe of light coming through the glass.

putting a layer mask on adjustment layer is amazing....

I use Adobe Photoshop Elements. And it doesn't have the 'Color Balance' adjustment in 'Create New Fill or Adjustment Layer'. What's your software version?
