Mother Gothel was just sad, I think when she was younger she was heartbroken many times hence why she keeps Rapunzel away from all of the dangers she may face in the world. If you look closer at the movie, Gothel is nowhere near as frustrated/upset with Rapunzel until it comes to love, signalising she had a miserable love life.
