I've always thought about this, the thing is just can't categorize Sylvian in any particular genre i think. He is a singer-songwriter/composer who delves into so many different genres and subgenres. But the styles and genres that are most prominent are Jazz, Ambient, Post Prog, Jazzfusion, ArtPop and Avant-garde. Taking The Veil in particular is kind of a meld between Post-Prog, Ambient and Art Pop i'd say. According to Wikipedia, it's Art Rock, which i think is the best possible answer for this particular track.
