I think Bill Burr said it best. Dave's white guy voice is funny because he's actually basing it off of someone specific. A lot of black comics back then did a stereotypical "nasally" white guy voice and all their impressions sounded the same.

One time I got pulled over for speeding. I was high, my brakelight was broken, my driver's license had just expired, and I didn't have proof of insurance on me....and I got off with a warning for ALL OF IT (well the cop might not have known I was high).
