Idk if there's a filter like that but here's how I'd do it. Draw a horizontal line with Shift+Rclick on the very bottom of your image. Copy it, then start pasting it a bunch of times. The pasted lines will spawn on top of each other in the center of the image. Drag one of the lines to the top of the image. Select all the lines and click align horizontal centers, this is on the hroizontal tool bar below File Edit etc, it looks like two bars with a line going up thru them. Then click distribute vertically, looks like ice cream sandwich. This will make the lines spaced evenly, if they're not dense enough then undo and copy paste more lines until they are all pretty close together. Merge all the line layers. Put em on top of your image, make them white or a certain texture with a layer mask. Next lower their opacity until they're visible but not noticeable from a distance. I would also add a slight blur to the lines, you could do that with Gaussian or motion blur, pixelization, noise or whatever fits. On this image the lines are not visible everywhere, their opacity fades to 0% in a vingette halo. For that just make a layer mask and "erase" the edges using a big round brush with mid hardness.

@@D1sc0rd- you can just create a new canvas with 2 vertical pixels one being black the other being white then saving it and using it as a pattern. Also maybe transparent instead of white could work, didn't try it tho.
