I watched once a similar situation. A woman was totally out of control she was beating a young driver. The whole scene was unreal because the traffic was so bad that nobody was moving, then all the sudden this well dressed middle age woman get out of her car and started slapping the driver in front of her , kicking his car, using foul language. I dialed 911, when all of a sudden , sitting in traffic in the opposite direction , there was a police officer who immediately restrained the woman and put her on handcuffs.

therein lies the inherent problem with policing. People always behave differently when the authorities aren't around and when they are around. Most of the time, the cops aren't around so a lot of the time, Mr. Skipper might have gotten away with his behavior. So of course, it begs the question, should we have more cops around? Of course the answer is no, but then we're back to the root problem. Of course other people would say "guns will solve that problem" Yeah no, put the guns away.
