The Naxal movement also evolved due to feudal and political excesses. Then they took to becoming a power center of their own making. There is no political will to reduce it or eliminate it. The feudal and political classes continue to exploit the poor farmers and tribals by getting them to produce cheap (almost free) agri produces, which they then sell for obscene profits. And maybe share it with the same Naxals, as a form of buying short term peace or status quo.
