I’m just a layperson bit the best way I can explain it is by adhering to the sunnah. There’s not a country in the world where there aren’t a significant number of Muslims but within the 2 billion there are people that pray to graves, pick and choose which part of the Quran to follow etc. There’s so many sects these days and people that actually adhere to the sunnah are few. There’s not many Muslims that don’t commit bidah knowingly or unknowingly or see the importance of seeking knowledge. And if a person does do what’s required and actually follows the sunnah they get labelled as an extremist most of the time by Muslims. If they are following the sunnah and actually trying their best effort not to indulge in haram a lot of other Muslims will see them strangely. You don’t even hear a lot of the comments coming from the kuffar it’s usually family members. Being a Muslim that follows sunnah and is strict on haram and halal will get you weird stares these days. I hope this explanation made sense Insha’Allah ☺️

It's talking about two different time periods. Even today, if you follow true Islam, you will be strange even amongst most of those who claim to be Muslims. Even those Muslims who resist the Dajjal will be small in number. But when Issa (alayhi asalam) returns, Islam will dominate the earth. And Allahu alim.
