The inputs for the secret motorcycles are doable only the Japanese version of the game.
To play as Bari the Penguin Scooter:
If the bike is Black or Green: Hold 'Change View' button. At bike select, go to WildHog brake once, go to NVR brake once, go to Anthais break x5, go to NVR brake once.
If the bike is Red or Yellow: Hold 'Change View' button. At bike select, go to WildHog brake x3, go to NVR brake once, go to Anthais break x3, go to NVR brake once.
Easiest motorcycle to drive but also very slow, the game tells you it can reach 300 km/h, but that's not entirely true, cause you can only reach it when slipstream an opponent and it's pretty inconstant.
I think this character vehicle is also an homage to old japanese scooters, it has a unique goofy music theme "Peggy the Poo".
To play as Drive The NVR 750 R-SP:
Push the 'Change View' button while selecting a circuit Continue holding the button until the secret motorcycle show up.
Meanwhile, at the vehicle selection screen highlight these motorcycles in order, pressing the brake pedal after each: Wild Hog, NVR 750R, Anthais, Wild Hog. Now highlight NVR 750R, pressing the brake pedal twice.
This motorcycle is mad hard to drive, extremely fast and light, so every corner dangerous and every opponent hit will make you fly over the map. Focus on keep it on the road and avoid crashing, instead of looking to get first.
I think this bike is reference to the YZF 750 R-SP by Yamaha. Mechanically, the SP differed from the R respectively in the position of the adjustable swingarm pivot, the 39 mm Keihin FCR carburetors, the fairing which was smaller, the removable rear frame, and the seat which was made to accommodate only the rider.
In addition, the primary transmission, gearbox, and final ratios were different on the SP. The SP was designed to gain homologation for the World Superbike Championship, before the rules changed to allow bikes with 1,000 cm³ displacement.
The racing version of the SP won the Suzuka 8 Hours four times between 1987 and 1996.
On the game itself:
Players can choose from three different types of motorcycles normaly, the Anthias for novice players, the NVR750R for amateur ones, and the Wild Hog for expert ones.
The CPU-controlled green motorcycles in this game are also based on the cycles from Suzuka 8 Hoursì and there are two different circuits to choose from Green Hill, which is named after one of the circuits from 1993's Suzuka 8 Hours 2 and aimed at novice players, 3 laps in total, and Neo Yokohama which is aimed at expert ones, 2 laps in total, along with seven background music tracks four on both circuits, but the fourth for both is "New Music".
There's even a Ridge Racer-style view change button that allows the players to switch from third-person to first-person view (and back again), and four different best-time tables, two for each circuit, with the first being for solo play, and the second being for link play.

    Cyber Cycles is a 3D racing arcade game that was developed and released by Namco in 1995. It runs on their System 22 hardware, and allows up to four people to play it simultaneously when two two-player cabinets are linked together.
