Sir Stephen, you hit it again in the bulls eye. For finance dummies like me, this is so far the most comprehensive and most easy to understand when it comes to why Maharlika is not a good investment at all - at least for the faithful taxpayers, who would fund this scam...este fund pala. Mr. Gerardo Berdin, it's not the problem, the only problem is the history of misusing Philippine funds like stolen funds from the people during the late Ferdinand Marcos Sr administration in the 70s and the 80s, the Asian financial crisis in 1997, the disbursement acceleration program fund scandal of Janet Lim-Napoles in 2013, and the misuse of government fund that fuel corruption in our country. My family experienced have no income of 12,000 PHP per month for paying monthly electric and water bills plus the internet.😢 We don't know what "Maharlika Investment Fund" would do to our country, or ask a lawyer or economist about that, if not use mathematics to calculate the amount of funds, financial disclosure is very important to prevent unaccountability and loss of credibility, we have banks and a central bank they're working hard but smart, unfortunately the have the same financial issues. I don't know what you are commenting on but you should comment differently based on your opinions with facts in reality. Thank you!

OTOH, private citizens should be allowed to invest in the Maharlika Fund. We Pinoys -- pooling our resources together -- can generate, perhaps 100 million pesos as additional capital for the Maharlika Fund. This will prove our full support -- do or die -- of PBBM's favorite development program.
In my opinion, it is crucial to have economists, lawyers, and other young professionals in the Senate when scrutinizing bills, rather than nepo babies, celebrities, or corrupt businessmen. Their expertise can help identify potential loopholes and irregularities in proposed legislation, ensuring a thorough evaluation. Sovereign wealth funds (SWFs) face various risks, including economic downturns, market volatility, and political instability. These factors can lead to losses and jeopardize the funds' ability to achieve their objectives I think that all bills should go through a period of public scrutiny before they are approved. This would allow the people to point out irregularities and malpractices. In addition, the SWF should be: transparent and accountable to the public managed by a team of experienced professionals with a proven track record of success subject to strict risk management procedures diversified across a range of asset classes aligned with the government's long-term development goals In my view, it would be beneficial for the government to invest more in the oil and gas industry, given that several Southeast Asian nations have experienced significant GDP growth through the export of these products. By investing in this sector, the government can potentially stimulate economic development, create job opportunities, and secure a reliable source of revenue.

Our govt official cannot even eradicate corruption in the govt. and there a lot of wrongdoing of various intensity in all sector of our political invironment. I cannot see a strong patriotism on the way our govt official conduct their work. Too risky.

This Maharlika is being offered just like the present networking business too good presentation, but not clearly explained how it would ensure higher ROI with lucrative salaries of board of directors appointed by the President. Bahala na ang board??? Bakit mag milagro ba ang board of directors???

As was the point about the bill’s backers selling it on (paraphrasing) “inviting foreign investors into publicly-available investments” I’m glad I’m not the only one who thought how ridiculous that was . Why on earth would a savvy international investor go through the Maharlika fund , instead of just investing in something directly, on their own ?? This has the putrid stench of a Malacañang Boys Club slush-fund .

The guys who kept insisting aside from pushing this bill do not have the interest anymore of the people. They instead have whims and caprices.
i think they are after the flexibility of the bill since it can take years to amend it, they just have to set it up and then see it from there
i wish there is a discussion via live television with panelist composing of those who are pushing the Mharlika fund vs those who have issues against it.

Hehe it appears that the things that stuck out to me were also noticed by Stephen. None of the lawmakers trying to ram this bill through both houses can even identify projects/programs/etc that the fund will be used for, something which one doesn't need to be a banker or businessman, or even be in finance to find disturbing. Despite that, they still want to yank and then isolate insane amounts of money that would otherwise be helping sustain our economy by simply circulating in it, and they want to do this right when that economy is in a state of badly needed recovery, only made worse at least ten times over by what he explained as the overall impact it would have on the capacity of the banks to participate, also in that very same economy. At this rate, we may as well call it the Bahala Na Si Batman Fund, as what it's shaping up to be. It sure looks like even Stephen would hate being right if or when we end up as the dog that caught the car 😅

Imagine leveraging that much 50B but only having 5B in customer's money if you lost money of a considerable amount in markets you'd wipe out.😅 I wouldn't use those banks espally with actual good banks across the world getting wiped out in markets 😅
If set up correctly, this will make the 2 banks a quasi-investment bank. In essence, Maharlika will be the bank's quasi-trading division; hence earns fees or commissions based on Maharlika's market performance. Many investment banks are divided into three divisions, based on the services provided and the employees' responsibilities: Here, the banks will only need to set up the Middle Office Division. It will include compliance with government regulations and restrictions for capital flows. These are the people who watch the money coming into and going out of the bank, helping to determine the amount of liquidity it needs to keep on hand so that it won't get into financial trouble. The team in charge of capital flows can use that information to restrict trades by reducing the buying and trading power of Maharlika. So you see, if set up this way commercial banks can now participate in specific investing activities and they remain economically viable, and they will always have enough liquidity to honor their deposits.

But this isn't just involving commercial banks who only have fiduciary responsibility to a set bumber of investors, this also involves the money of Filipino taxpayers and money available sana available for other development activities to be invested at the discretion of what would most likely look like a politically appointed board and going into investments not necessarily with good returns but favoring political cronies. If you've ever sat in a GOCC board meeting you will quickly realize it's full of political campaign donors trying to get their ROI on election campaign donations.
We really need a longer time slot for Steevie. 15 MINUTES IS NOT ENOUGH!

On the 75 Billion to be put in by land bank and DBP, I would tend to agree with Mr Stephen except that the 75 Billion will not come from equity. It will actually come from the investible funds of both banks. So the leverage capacity will not be affected.

On BSP contribution, it is in the law that when an emergency arises, the monetary board can postpone its contribution to the Maharlika fund. Second, the new BSP charter (RA 7653) has given new tools (ie ability to issue bonds) to the BSP to mitigate any emergency the country might face.

I read the strongly worded paper. The strength of its words does not matter if it fails to attack the validity of the bill at face value. It raised so many non-issues that can be resolved by revising guidelines, clarifying matters in the IRR, and applying the most basic rule in statutory construction - read and construe the bill in its entirety. Further, they are publishing something very too late in the day. At the 11th hour, when the bill is just awaiting the signature of the President, here they are raising an objection, which is strategically asinine. They could have aired their objections during the deliberations in the Senate and House, not in social media, or at least wrote letters to the legislators. Even a simple e-mail does the trick. The most and only respectable objection to MIF is that of Sen Chiz Escudero - whether or not the creation of MIC passed the test of economic viability as required by the Constitution.

There have been calls, both in social media and government, to not proceed with the Maharlika bill since it was first floated in the House. Several business groups also raised alarm over it. It was effective in removing the pension funds from the initial capitalization of the fund. The paper echoes these concerns and I do believe it is still valuable given that the colleagues of UPSE are the DOF Sec. and BSP Gov. Even former BSP Dep. Gov Diwa Guiguindo warned about the funding of Maharlika.
I hope we can translate this into our local language which is tagalog so it can reach more poeple to understand, majority ng sumusuporta kay BBM ay masa at loyalista in short sunod lang sa agos.

A way to legalize corruption... It is basically the family's trust fund... we all knew this would happen one way or the other...
Stephen is one cool cat..I hope the Senate is listening. We shouldnt be exposing DBP and Land Bank this way..the fund is too big an they should be just using excess funds from specific government owned and controlled corporation that can afford it. We should start small and grow it.

Love the catchy and compelling way Mr. Cuuenjieng's distills his thoughts on the Maharlika Investment Fund: "An 'everything, everywhere all at once' fund." I wonder if the schizophrenic way the fund was conceptualized symptomatic of the lack of input from technocrats prior to the president's approval. Or is it a case of the will of politicians, who have superficial knowledge of how sovereign wealth funds work, prevailing over the advice of the experts? I won't be surprised if it is the latter given that many politicos, especially those who come from "dynasties" and have been around for ages, are prone to one corrosive effect of hubris: they believe they are experts on everything, everywhere all at once.

11:30 "You can never legislate safeguards." - Stephen Cuunjieng You got is sooooo right! That's presidential system for us! Winner-take-all electoral victories leading to very weak (an almost no) opposition. Just look at how easy it was for the Maharlika Fund to be approved. You're right, safeguards simply don't work. "Mema" lang yang sinasabi na "may safeguards naman na nilagay!" Just look at the anti-dynasty provision in our constitution--It's trash. That's an example of safeguard that never worked. We cannot even depend of COA or Ombudsman for checks and balances if, first and foremost, they are appointees of the Administration. What we need is a system that empowers opposition by utilizing candidates who lost elections. Pero nangyayari lang yan sa Parliamentary Systems. Where losing parties are still members of the parliament who can form coalitions to become shadow government to police the elected governments every move. That's the powerful safeguard we need. System matters and fixing systems affects and changes behaviors.
I guess they leave it that vague so they can simply.. say we lost in anywhere that is convenient.. you see if they specify people would be able to review performance and flag irregularities

There is a bigger chance for the maharlika fund investment to fail than to succeed. Corruption, mismanagement of funds, unforeseen events can easily make this project fail. But when it fails, only the poor section and middle class will be affected. The rich wont be affected that much at all. So i guess its a risk THEY are willing to take cause it doesnt affect them as much.... sigh. Who will care for the welfare of the masses when the ones above dont care
