Its not, he is making contours with line tool, after making a shape of a ramp, click on mesh tool press spacebar and click inside of contours. Mesh tool will make points at line endings and you can create additional points in options. After that you get slab like mesh and yust go in 3d and set up your hights. Hope this was useful, I just needed a riminder for my project 😁
