It’s hard to tell. Luas staff do not have the right to detain people , no more than you or I. They can keep things they believe could be needed in a court case, but they can’t detain people … no more than any non Garda person can. So it’s “brave “ in that they are risking prosecution, but we don’t get to see for what … second case sounds like no ticket, which they can’t detain you. Just like store security … they can touch you or detain you … as security you really can’t do much at all.
