I'm going to disagree and say that the aquarium jumpscare at 1:06 is the #1 scariest. The location is a fully enclosed room where BBH was working alone for quite a while, with no expectation of being interrupted by anyone, so Cucurucho's sudden appearance RIGHT IN HIS FACE was horrifying (and you can hear it in Bad's voice as he shouts at full volume).
