Crossing Boundaries: the value of a human life: appraised or priceless in the public policy crucible? There are numerous metrics in the healthcare continuum measuring safety, quality, cost, and processes. Less visible in the public space but critical to making resource decisions and allocations are measures of effectiveness-cost and outcomes. In the policy arena these measures are translated into regulation and funding sometimes with science and sometimes with politics with enormous effects. This presentation examines the how’s and why’s of these choices.
