what means 25 c for every sc?

Was round six supposed to say [sc,inc] 6 times instead of 3? Because how else would I get 18 stitches

is it velvet yarm fit??

you could double the amount of stitches you do for each row, for example : if there was a round where u need 18 sc do 26 sc
