When does suppress return the banished target? Same turn end phase or "Next" turn end phase?

Beginning of the next end phase, so if it is suppressed during the end phase, it would be the next turn's end phase.

Are you able to materialize a umbra gun off the lineage release even if umbra isn't enabled for you?

No, you still need to meet the requirements to materialize the card!
