for the baseball ones where the umpire tells the runner to come home, its because of what's called a "balk". if the pitcher is on the mound and is ready to pitch, and he does something that mimics his normal pitch but then stops, that's called a balk. if the pitcher balks, all runners on base can move up one base. this rule is to keep pitchers from faking pitches or throws to basses.

The Freese home run needs a little context to explain why it was crazy. Texas and St. Louis were tied in the fifth when Freese dropped a routine popup that led to the Rangers taking the lead. Then in the ninth, two outs, two on, Cardinals down by two, Freese hit a two run triple to tie the game and send it to extra innings, then he hit the game winning home run in the 11th.
