A quick look at the common problem that affects these 5-6.5 HP lawnmower engines.
DO NOT try to use silicone, I highly do not recommend it, you will end up clogging something.
The proper fix is a new air cleaner housing. Some times however you can get lucky and ad a second gasket. They are available online from china in packs of 10 for only a few dollars.

THANK YOU!!!. This fixed my same mower. I was ready to junk it. Almost impossible to start. But it had the same problem, no gas dribbling after a few primes. I just put a skin of RTV sealant on it and cleared the passages with a small drill. Then torqued it down slow. Got gas to dribble on the first few primes. Still needs a few powerfull pulls to start, but it does start all the time now. I owe you a beer!

Thanks!!! That was exactly the problem and you saved me a lot of time. In my case the bolts were too tight causing the plate to warp

Cab get them locally at any small engine repair shop.
Get it away from the pool....
