By the background and backyard, this isn't in any hoa. It looks to be out in the country somewhere.

Fun fact, the whip was the first man-made object to go faster than the speed of sound. The reason why this one is particularly *loud* is because the rope and its feathered end are much larger in terms of surface-area, so it disrupts a lot more air.

The pecut is probably a pecut samandiman from Kediri used in dances and other performances. In Indonesian, the word pecut just refers to "whip" in general. There are many types of pecut, some is used in a karapan sapi race, some for dances, and some huge ones are used in whipping competitions. Happy whipping Jaqcues, huge fan from Indonesia ^-^

So as the name suggest, it's a competition on whipping, starting from the whip's craftmanship right up to stage performance like how Jacques do (but minus the singing). Traditional whips are handmade, there are specialized communities and craftspeople making these sometimes for generations, there are even sanggar (a type of specialized and specific cultural school) for making pecut. As for the competition, there is one where folks just crack the loudest and cleanest cracks; where folks dance and use the whips as part of the acoustic; aesthetic competition too, judging how beautifully made the whips are. Hope this helps a bit ^-^
