as a two player fix for this, at the end of each turn we... roll a d6, and if that permit (let to right) is for any city that the dummy player does not yet have a building in, we remove it from the game. draw the top card of the deck and roll a d4, add a councilman of that colour to the council denoted by the d4. if its a wildcard, then each player picks a colour to add to that council (starting with the player that's highest on the score track).
Interesting. These guys have grown into my absolute favourite designers. Way ahead of Feld in my views.. :-) Also interesting with the "two-player-experience-a-bit-off" - argument. :-) We have not found this. I think Marco Polo, Grand Austria Hotel and certainly Tzolkin works great as two-player-experiences!
Thank you.
one of the best games I bought this year
I can imagine a very good theme alternative with a NYC real-estate development theme. You could even make it topical by playing as Trump.

+blintscav Heh, imagine a mash-up between Tammany Hall and Council of Four where you both try to get elected and make money off building contracts...
