Once a student gets AIP, the spouse can only apply for the visa. If the time gap is such that the spouse receives the visa, then yes, you can travel together. Albeit practically, that's rare.

Healthcare is not free on a Student visa, but medical insurance is present in the course fee. For spouses, you have to apply separately.
