I would recommend to use only 1 limit such as Noise Level. For example you already set Time limit, then why bother with noise limit? Besides for demonstration/tutorial purposes in your case I'm pretty sure those 15mins won't be enough to even get to 20% noise level so setting it to 3% is literally pointless so you have to choose if you want 3% noise level or you want the render to finish in 15mins, you can't have both. Setting both could be great for something like animation/previews w/ higher noise levels e.g. Time limit 2-5mins and Noise Level 40-80% ( + Denoiser ).

Increase frame size upto 2k then keep render time high like 30 min + and add denoiser from render elements.
