Hello, A jewellery design of my small business has been copied by an established company. I was under procedure of putting an application for that particular design. And I don’t have copyrights yet. What can I do? Please help me understand my rights? What step I can take against the company who copied my design? Thank you.

So you need to file for passing off of your mark under trademark. As it is unregistered you cannot file for infringement under design act.
