When I solved this question I also came up with 9.Good thing he addressed this point otherwise it could have caused confusion.

Sir in your 5*25 , 5*25 there is ambiguity possible bcoz of C1 in 1st decoder selected and again c1 in 2nd decoder selected .

Question says ATMOST 2 SIGNALS can be active...atmost means not more than 2, but it can be less than 2. So if C1 is active in both decoders, its just that one signal is active. Which is acceptable
