What if i want the next menu labels to appear once they confirm the before label? also, how can i apply condition for labels to appear . based on the radio buttons . For example i have three classes 1 2 3 and i want first field as to be selected as label 1 -Students , Label 2- parents so now the condition will be set on student and parent so whatever the option visitor chooses . there radio buttons will appear , for parents , classes 1 2 or 3 appears to select and for students any other field should appear not the classes field which should be appearing on parent label

This is nothing to related with Elementor Pro contact form 7 is a self alone plugin. It has no dependency with Elementor.

It is strange ! I visited your link. I never experience before like that. I think, it might create some conflict with codes. Try a common debug method: Deactivate all other plugins and test the form. if it work, then find the culprit plugin by activating plugins one after one with following the result. I also suggest to drop your problem on Contact Form 7 support page: wordpress.org/support/plugin/contact-form-7/
