Congressional Committees: Crash Course Government and Politics #7

This week Craig Benzine clears up the role of committees in Congress. We’ll talk about standing committees, joint committees, conference committees, and caucuses (and not the candidate-choosing kinds) as well as the staff agencies that help advise these committees and congresspeople. As most bills never even make it to the house and senate floors for a vote, the role of committees, and their respective chairpersons as gatekeepers is pretty important. There’s a lot to demystify here as the legislative process can seem pretty arcane at times, but the model, at least in theory, helps Congress run more efficiently.

It's good stuff to know, but it's harder to stay invested in the video when you're learning about the super detailed intricacies of a system that doesn't even apply to you.

***** Well that and that reducing carbon emissions or other climate change legislation will have a negative effect on the economy. With increased oil prices, even more of our factories going overseas toward China and India, or other developing nation, where they give less shits then we do and numerous other reasons. Like it or not, we are never going to do much to combat it, the negatives are to high and not to mention to risky for the elected officials.

Wilson KingofPrussia Studies of the economic effects of mitigation efforts consistently show that the costs are quite low, and dwarfed by the costs of inaction. The only negative is the loss of votes among people who also don't know the science. Unfortunately, that's significant enough to prevent action, anyway.

What I didn't learn: why do committees, nowhere mentioned in the Constitution, have so much power to kill bills? Either there's a way to go around committees not mentioned in the video, or there's some explanation of why this extra-Constitutional structure gives a minority strong control over the majority. "For efficiency" isn't very compelling to me because it still means that if 95 Senators want a bill, but the 5 people in the committee don't, it can't go anywhere.

Article I, Section 2, Clause 5 of the US Constitution gives each House the power to "determine the rules of its proceedings." This includes things like setting up committees, determining time for debate, vote numbers required for passage, and so on.

silver Harloe To offer additional explanation, I don't believe that efficiency is the sole purpose for the committee system. As mentioned in the video, it looks like another important part of the system is that the committees are specialized. This means that, in theory, while there are very few members in the committee, these same members are the most specialized and focused in their respective field and would likely know better than the 95 senators with equally general knowledge of the subject.
