What is confined Space?
A space that has limited or restricted means of entry, is not designed for continuous occupancy, and is large enough and configured so that a person can enter the space and maneuver well enough to perform tasks.
In order for a work area to be defined as a confined space it must meet all three of the following criteria:
1) Limited Openings for Entry and Exit. A confined space may be difficult to enter and perform repair work, or general maintenance. If something goes wrong while you are inside a confined space, escape/rescue may be difficult. Just because a work area has more than one way of escape, does not necessarily mean it is not a confined space. If the space has limited ways to get in and out, it could be a confined space. A open top tank would have limited openings for entry and exit.
2) The Space is not Intended for Continuous Human Occupancy. This means that the space was designed to hold something other than people. Examples include tanks and manholes.
3) The Space is Large Enough for You to Enter and Conduct Work. If you cannot fit your body into the space you cannot become trapped inside.
In order for something to be defined as a confined space, it must meet all three of the about definitions. According to the Occupational Safety and Health Administration (OSHA) if a space does not meet all three of the above definitions, it is not considered a confined space.
What are some examples of confined spaces?
Confined spaces include, but are not limited to, tanks, vessels, silos, storage bins, hoppers, vaults, pits, manholes, tunnels, equipment housings, ductwork, pipelines, etc.
What are the main confined space hazards?
1. Lack of Oxygen.
2. Gases, Fumes and Vapors.
3. Flooding.
4. Dust.
5. Fire and Explosions.
6. Temperature.
7. Access Restrictions.
What are the important precautions for confined space?
What to Consider Before Entering a Confined Space
Controls you might think about include:
1-Atmosphere testing.
2-Plant shut down.
3-Isolation of existing equipment or services.
4-Cleaning and ventilating before entry.
5-Establishing a safe system of work.
6-Additional lighting.
7-Breathing apparatus.
8-Non-sparking tools.
9-Communication systems.
10-Training.
11-Supervision and monitoring.
12-Rescue procedures and emergency arrangements.
13-Lifelines.
14-Rescue Plan.
15-Communication.
16-Entry and Exit Plan.
While it may seem obvious that a worker has to enter and exit the space, doing so isn't always as easy as it seems.
Confined space work is high risk, and you must follow a safe system of work developed through risk assessment, method statement, control measures and permits to work.
Everyone involved with confined space work needs to have the right training and instruction so they can carry out the work safely, and not put themselves or others at risk.
Safety Dos and Don’ts of Confined Space Work
Here are general Safety Dos and Don'ts for working in confined spaces to educate workers and ensure safety precautions when working in confined spaces.
Dos
Do a risk assessment based on the nature of the work and the type of confined space.
Follow the work permit system (confined space work permit) and attached the blind list or line brake note if a confined space is connected to liquid or gas lines.
Communicate the hazards, risks and safety measures to workers before starting work in a confined space.
Drain, wash, dry and purge for sufficient time to ensure a safe atmosphere inside.
Positively isolate the confined space by blinding or disconnecting the pipeline.
Vent the confined space and provide continuous ventilation.
Keep all manholes open and provide continuous ventilation by natural or mechanical means.
Check and monitor levels of LEL, oxygen, toxics and asphyxiating gases.
Don’ts
Don’t enter a confined space without an entry permit.
Don’t work unsupervised in a confined space.
Don’t work if you are medically unfit.
Don’t enter a confined space with an oxygen parentage less than 19.5 or greater than 22.5.
Don’t rely on closed valves without blinding for insolation.
Don’t use any electrical equipment, including a light bulb with a voltage greater than 24 V.
Don’t take gas cylinders inside the confined space for welding work.
Don’t allow more than one type of work simultaneously in a confined space.
Don’t leave the unused manhole open without barricades and warning signs.
Don’t smoke or eat food in the confined space.
