The chemical that blinded Matt also heightened his senses to a superhuman level. Notice how Matt can already have hypersenses before Stick taught him to control it better. The ooze that got into his eyes is what transformed the TMNJ as a spin off from the DD comics.

boy am I glad it was you who said it, Wanda and Quicksilver should've been classified as mutants in the MCU because I think in the comics they are. I think it's why I like the X-Men Quicksilver much better, he was portrayed much better in my eyes.
