The US military budget isn't spent on development. It's spent on products outsourced to different contractors such as boeing and lockheed. Nasa is now doing this to go back to the moon, outsourcing the work to companies such as ULA and Space X with their Artemis reusable rocket. Also, to not forget to mention. The US military budget only covers restock, so only a fraction of the numbers you see are actually spent. That's why when we left Afghanistan on the "Doha Agreement," we abandoned our old equipment shipped there forever ago. The more we can get rid of, the more new we can buy, and ultimately the more of the budget we can use. Ukraines relief money isn't a part of the US military budget either, that's a separate budget funded by the citizens of course. I agree with your point on that but none of that money came from the US military itself.
