Im with homelander on this one. They were all monsters like him. He definitly isn't the only kid they ever (attempted) to "raise" in that lab. After all they were still working down there. So this must have been going for decades.

Despite these moments could show us that homelander was tortured into bad person we should remember he was born a psycho and in deleted scenes he hugged his tutors to death just for fun. He would probably turn out evil anyway. More of this, this scene is an allusion for nazis, they all said they followed orders but they had their fun during this.

Maybe that scene was deleted for a reason then. If Homelander was born evil there wouldn't be any tragedy to him. Like, if a bad thing(being raised in this lab) happens to an evil person who cares? But if he wasn't a monster from the beginning, than he's more reletable for the audience, more human. It also allows him to fit in the whole "rising above your circumstances or succumbing to them" theme the show has.
