What kind of glue is this? It looks like epoxy since it must be water resistant but it might be something else.

PROBABLY RECORCINOL BEST WATER PROOF GLUE YOU CAN GET BAMBOO FLY RODS ARE MADE WITH IT

roadhuntingfreak ash is great for oars is one of the best hard to get it .
