I think he realised he hurt pen and genuinely wanted to make her happy again, first sign he considered his feelings for her was when she hit him with the "remarkable shade of blue..." rizz and then when he cut his hand and remembered how caring Pen was to him in the past But the kiss was the moment he started free falling

He’s always liked her even in previous seasons…. There were times when they’d just look at each other for long and in a tense way… “What a barb” scene in season 1 When pen wanted to confess her feelings in the last episode of season 1, but then he told her he was travelling… Also the scene when he was singing and pen came inside the bridgerton drawing room, he saw her and his voice broke… Then when he came back in season 2 as well.,.. There’s just been times when you could tell there was something there but Colin is soooo clueless when it comes to feelings. I think he didn’t evaluate it properly. In episode 2 of this season…. When pen said “your eyes are the most remarkable shade of blue” that was the time it hit him bare… and then the scene in the drawing study after she read his journal The kiss just made him realise that there was connection all along and it made sense how all of those feelings became overwhelming once he recognised and acknowledged them

is iit just me or do colin's eyes look brown???
