OMG I am so thankful to know this was not just a me problem. I did do the "tab and delete" but that trick of picking something up and then tabbing is going to make it possible to actually rearrange the exact position. THANK YOU THANK YOU THANK YOU.

I really really hate moving NPC's. I tend to place them last and look at the current room window and delete from there. such a pain to move. Thanks Dacy! you are awesome.

New Information: NPCs now have a hit box and are target-able IF they are on the base floor or the top of the base and you are facing them. This does not apply to NPCs placed away from the base floor or top, but does make them easily manipulable if you are able to place them on the base!

The gospel is: Never move an existing NPC. Always remove and replace! Otherwise you're gonna mess up other things trying.

Well..using this method, you could. Just be sure to watch the item window to make sure you're targetting/selecting the item you think you are!

First I'd need to actually find those pesky NPC's in order to place them. Where are they located?
