it's a head piece made of wool felt, you just use the wool that's made for felting, and then treat it with water and soap, and press and squeeze it together with your hands, then it starts to stick together, you can also use a felt needle afterwards to make it more compact/strong, and give it a better shape... it's fun to do, and pretty easy to make a hat like that yourself, just watch some tutorials about wool felting :-)
