Yes you can do that. You need to go to the iCloud.com and from there you can remove or restore photos.

You can use other cloud storages like Mega.

How to delet photos permanently from apple id or from iCloud because when i do backup they recover all photos again and i dont want them again after backup how to dlete them permanently
