Lionel is referring to humans, people make irrational decisions when they're blinded by anger. It's a different circumstance for beings with powers, when superpowered people get angry they stop holding back.
You know for a little town in the country the people in smallville have a absurd amounts of near death experiences

Why is it absurd? do you live in a small town? also these situations only occurred due to the meteor shower and people got powers, plus with rich people like the luthurs more interaction is obviously going ot happen i.e dirty deals/crimes

People with super speed seeing in slow mo/bullet time wasn’t invented by Smallville lol. It’s a common trope in comics way before too. This first on screen tho to do it was matrix
