CITY TIPS: Reviewing a No-DLC Build That Pushes the Games Limits!
Welcome back to City Tips - where I review YOUR cities and offer tips and improvements. Today we're looking at Debivort's highly customized city of Santa Luna! This build has no DLCs, but you'd be hard pressed to notice. This also has the one of the BEST TRANSIT SYSTEM I've seen in the game! Stay tuned for the end to get the City Score!
**STORY**
The Santa Luna region has been inhabited since the neolithic. The modern city of Santa Luna was first settled and named by Spanish speakers who were drawn in by sheltered, deep-water ports and mineral resources (particularly sulfide minerals and the gemstone peridot) associated with the numerous volcanic areas. English-speaking migrants arrived in the late 19th century, and the city is currently demographically split between those of Anglo and Hispanic descent, with many bilingual speakers and blended families. A few regions of original Spanish architecture remain, particularly in Old Tuyas and several residences in Old Mill and Quay Town.
The city rose to national prominence with the establishment of Artesian University, which is a research hub in the fields of biomedicine and green energy. The tech neighborhood of Kendall reflects a connection to the biotech hub of Kendall Sq in Cambridge, MA, USA. Tourists are drawn to the cozy beach neighborhood of Playa Laguna, the experimental tiny home community of Bean Hollow, Federal Hill, Quay Town, Sunflower Fields Amusement Park, two national parks, and two State parks that make a hiking-friendly green archipelago through the city. Despite a population of ~104,000 Santa Luna is not a completed city. Regions that have yet to be developed include a timber district north of East Belwater, the town of Coquina Bay and its Naval station, the northern agricultural valley, the Santa Luna Dunes and Calderas national parks, beach communities including Amencer, mountain communities Bonaventure and Peridot, and a starport south of the Santa Luna River.

man, a city that's so impressive without DLCs requires a lot of skill to build. personally, i dont think that i'd be able to build a city like this without DLCs, and when i tried doing that once, my city was more like a hellhole in a dangerous country and less like a massive, bustling and safe place. i applaud the person who submitted this, great job.

The transport system looks well designed. Having right-sized buses and the right number of vehicles on each line is very important. The vanilla buses only holding 30 people has always annoyed me.

Underground highway in a 500+ year old city is a cool thought. Especially if it's been a long term modernization project to not destroy older/poorer neighborhoods, like we see in the US.

Absolutely! In constrained environments like that, it would make sense. That said, I'd be concerned about impacting the historic buildings. There are often issues that come up in digs like that.

@@CityPlannerPlays It works in stockholm. So i don't think it's to much of a problem. To be fair though, swedes sure like to dig. Got tunnels for everything, everywhere. 7/10ths of the population can even go live underground for extended periods of time in the event of war.

Boston took an above ground freeway and moved it underground turning the above ground space into a park/green way. Really cool.

It also reminded me of a concept I've toying with in Cities...the super by-pass. Except the highways I'm using are layered above an existing highway. The second tier highway has almost no exit or entry points until it reaches the suburbs. This way all the traffic primarily travelling to suburbs don't jam up the highways closer to the city center. The tiered highways then join up again at ground level beyond the suburbs. Probably not practical in the real world, but still fun to play around with in a 'testing' environment.

These cities make me feel real bad about my own haha Edit1: 6:12 I often use 6 lanes roads with grass because they don't have parking and there are no 4 lanes that don't have parking.

That's a fair point - hadn't considered that. Honestly, I think a 2 land without parking might actually do the trick in some of the areas on this map.

@@CityPlannerPlays I'm going to try that out. I was definitely trying to respect hierarchy but my thinking wasn't much more sophisticated than highway>6 lane>4 lane>2 lane.
This city is amazing, actually feels like a real city to me. So beautiful and the attention to detail is amaaaaazing. Love it, good job person! You're more than just Intermediate skill!!

Real city? More like dream city. A lot of cities I've been to are terribly designed in many places. It's like they look good or they function. Here you have everything.
Boston has an extensive underground highway that runs north/south, with off ramps that lead to street level, aka The Big Dig. And yeah it was expensive as hell and is still being refined.

I couldn't help wondering if the underground arterial is a response to much of the discourse over the last several decades regarding the Robert Moses era. The paradox is that this city is so walkable and uses mass transit so intelligently it doesn't really need such an extensive road network.

I do love what Boston did with the parks and other amenities that were created with the reclaimed land above the highway. After the Big Dig that whole area feels like a completely different city.
One thing I think you could also take note of, some streets are cul-de-sacs, and the one you mention at the end to me looks really natural. That would be my one main criticism about the CPP builds: too much connectivity. Some city streets just end. Not only is it more natural, but it also makes for less streets, so less asphalt, less cars. It would be cool to see this series have a revisited aspect in a years' time, to see how the cities developed and what changes were made (if any). This is a great series!

cul-de-sacs are fine if you don't want traffic in a certain area only. But this usually means that traffic will just have to funnel to another road who do make the connection. It isn't less cars, just cars at a different area. Connectivity means traffic is dispersed and you don't get funneling which improves traffic flow. If you have a giant cul-de-sac, the cars will still come in due to the demand from businesses inside. Except this traffic get funneled in that one entry/exit and you get traffic problems even in the cul-de-sac. For a small residential cul-de-sac, there isn't much demand to go in to it other than the few residents so traffic is fine and is a effective way to reduce traffic through that particular residential area. But there are better ways to do that than just using a cul-de-sac, such as zoning in such a way that traffic don't have to go through residential. Only way to have less cars is providing an alternative mode of getting around. Cul-de-sacs are realistic as you mentioned and is precisely why traffic in the US are so bad.

@@neurofiedyamato8763 You nailed it here. My main concern with cul-de-sacs is that it funnels traffic and chokes off alternative transportation. You can't fix the transit issues, but you can make it possible for bikes/peds to easily navigate the network.

@@neurofiedyamato8763 /i think you might have slightly misread what I meant. I was simply pointing to a street that was a dead end (not a true cul-de-sac). Generally, I think they are way over used in the US (I grew up in a typical suburb and EVERY street in the development has one), but my point is that even in well connected cities, there are dead ends and streets that have 1 way in. While CPP does sometimes make these types of streets, I just think sometimes, it seems the philosophy is connectivity uber alles, and I think there could be a bit less than that. I live in what was the outer city when it was developed around the turn of the 20thC, with high and low density RES and industry (now redeveloped), and I can think of 3 dead end streets within 5min walking. So my point is, even if you want to make a nicely connected grid, reality doesn't always agree :)

Cul de sacs are actually my favorite places to live. It's much safer for your kids to play, easier to have block parties, etc. You only have the traffic of people who live there plus deliveries, construction related, etc. That being said, they should not be very big (1 block long imho).

@@CityPlannerPlays In the Netherlands "Sectorenmodel en Autoluw" is a city planning principle were connectivity is purposely removed in order to direct citizens to other modes of transport. It works wonders in CS too, as Cims seek out fast routes and making the car trips unappealing guides them to public transportation instead. Of course you need a good transportation system first, but one-way roads and dead ends are powerful tools to improve public transport usage. Of couse, as a Dutchman I get confused when CP is talking at 8:00 about a 2 lane road not being a 'real' collector unless it's bigger and faster.
This was a great city, I hope the builder posts a message and gets lavished with the praise they deserve!

Oh wow, this build is just amazing! By far the best one featured so far, in my humble opinion. Especially the landscaping is very impressive, I really could never.
I have to agree on the water lines, seeing them under the roads makes for a very visually appealing layout.
loving this series, hope this is continued for awhile as it is cool to see what the different building styles of other creators. *EDIT* probably one of the best cities featured so far, really impressive work
I am in awe o this builder. I always think I am going to build a city with a backstory driving its development and instead end up plopping buildings and zones to hit milestones and becoming disinterested in the build. Kudos to the builder again and thanks to CPP for taking the time to highlight the non-game mechanic aspect of this one.
What if you and biffa did a twin city Collab build! Find a map that lends itself to having cities built either on opposing river banks or islands and then have y'all each build with your distinct styles. It would be cool to see how you guys mesh density and connectivity across the barrier! Also amazing bridge and dam asset chances... Nuff said

This is such a great city! I was wondering if you would ever do a series where you build your own vanilla city without any dlc? I know for your beginner's guide your first two episodes were without dlc, but I would love to see you build a city to 100k vanilla without dlc!

Great looking city!! Loved the detailing, especially of the Amusement Park. One thing springs to mind, however: if they don't improve their fire coverage, they're going to have to build a branch campus of Verde Beach Pyrotechnic.

Very interesting comments about using Eden Project, especially with the 1 tile challenge in mind! I had planned to make use of its effects mechanically, but if the judging is more "real life" considerations I'm calling in the bulldozer! BTW I am attempting a strict "no mods" entry, with DLC, so observations in this video certainly give me more to think about.

One of the things what boost creativity is the lack of opportunities. :-) Because you have to be creative with the limitations. And this city is amazing. Nothing I would ever do in CS. Amazing work.

Amazing City ! A real encouragement for me as i also have no DLC's. I am just no big fan of such a DLC pricing policy and refuse to support it. Anyway this city is a great example to look up to and try to improve your own builds. Thanks for presenting it so people like me get a perspective on the potential of the vanilla game (+ workshop) all on its own.

These custom-made assets are super cool - I may have to get myself a new laptop during Black Friday just so I can download the game and it’s assets/mods. I love this game, but it’s quite apparent how underpowered the console version (I play in PS4) is compared to PC. It’s always great to see some of the creativity from each build you review. Every player has some unique and interesting ideas that’s awesome to see. CPP, if I could offer one suggestion for these city reviews, it would be cool if you could do a drive or walk-through tour of the key attractions/highlights of the city after your review is completed and scoring has been awarded. I know you do the “brief city tour” cinematic,” but I think the walking/driving feature would add another element of appreciation of each build, as it’s one thing to see the city from a top down view, but the scope changes when you go down to the pedestrian/vehicle level - it opens up sight lines to unique features and assets that may not be as apparent from above. I think it also puts us viewers in the shoes as one of the creator’s city’s residents/tourists.

Underground highways might be unlikely in real life, but in the game they make more sense than any other road. The highway shouldn't have many junctions and so having the largest stretches of road underground saves a lot of space
Yea Seattle's tunnel project has been sore spot, thanks to the boring machine getting stuck for a year but the tunnel is done and in use. They're working on the surface street part though. This city build is nice
it's wild watching this video, and seeing that the ATC tower was a mod made by Amipolizeifunk, the guy who used to cast Company of Heroes tournaments moons and moons ago on Sunday Night Fights. What a wild decade old throwback for me.
Reading the comments as I was watching and didn’t get the hype for this city.. until the unique features sections and my goodness what an incredible city
The transit system looks a lot more realistic than in most builds I've seen.

I’ve been watching your videos for about a year, I don’t get why i find the city building so fascinating. Have you ever been to Indianapolis, Indiana? It’s my home town and the layout is very… griddy. You always talk about blandness in a city and Indianapolis is definitely that. You should look at some road maps and maybe try and recreate something like it in game.

This is such an impressive town. I love it! 😍 So many areas of outstanding natural beauty, stunning city vistas, large high density areas without gridlocked traffic, c'est magnifique! I think the transit system makes the city traffic wise, otherwise it would be Biffa fixing the city, lol 😆 Anyway, his destination focussed bus lines are super realistic, his subways are both loops and point-to-point lines with generous use of parallel platform and metro cross stations. Much better than separate single platform stops and a spider hub I think. Boston IRL has four cross stations arranged in a square better served the purpose of a hub. They serve both the purpose of providing high access to downtown and the purpose of spreading the metro lines out. Much like this CS build ... the planner has learned well. In closing this town has a serious Sydney vibe going for it despite the driving on the right, with a large New York City undercurrent from the high dense areas and subways. The designer deserves the first place medal 🥇 As Charlie Berens would say, tell him I says hi.
boston has already put most of it’s highways underground. it was called the big dig, and ended up being very positive

This is pretty incredible considering it is all vanilla + downloaded assets. I would love to get my hands on a copy just to see the content he used if nothing else.
I'd love to see CPP review Rhinestone Island and Cedar Valley. This city reminds me of those builds in its pre-DLC creativity and attention to detail.

@@CityPlannerPlays The irony for me is that I've been so attached to them that I've missed out on a lot of other detailers (although part of that had to do with the lack of narration and in-game play by some creators). Biffa has been really influential, and also this new KZreadr City Planner Plays. His Verde Beach series was exceptional in demonstrating just how awesome vanilla builds are and can be in this game. I also enjoy how he integrates principles of New Urbanism into his designs.
Wow golf course really made the same one more realistic from the air. Love it. Unique place unfortunately my PC will not play this game so I need it to be remastered for the PS5
No DLC but mod.

I’m blown away by the level of detail. Makes me think there should be an airport DLC and Golf Course added to park life.
The saga of replacing Seattle's Alaskan Way viaduct with the tunnel has become the stuff of legends from my friends in the Seattle-area.
Daaaamn... there goes my belief that if I had DLCs I could create better cities and would play more 🤣😂🤣 This city is something else - would be curious to know how long it took the builder to get to this point!
junction control: Does the non-vanilla game provide these by default? It seems like a huge pain to add them manually to every intersection, which is why I haven't done it when the traffic seems to be working OK.

The problem with the vanilla junction control tools are, that they're just "STOP" signs or lights. They don't work quite as well as the yield signs (I think they're called, triangle ones) that comes with an addon.

Not by default, but it is an option in TM:PE to enable to vanilla behavior for lights and signs

Without tmpe you have to cheese the traffic as they will back up real fast if can't do turn restrictions

Man when you mentioned Seattle it felt like you were reading my mind. I remember when I first moved there I was like "wtf is this?" Made me feel just how crappy the infrastructure of my hometown is Glad Ive now left both Seattle and Los Angeles in the past

Seattle built the Hwy 99 tunnel to replace the 50 yr old viaduct which ran into very expensive delays. Now since its opening with the variable tolls is not getting the use the city expected. In fact it has created more traffic issues with many people exiting onto the side streets. What’s sad is the old viaduct gave a beautiful view of Elliot Bay and the waterfront.

What did the at-grade replacement end up looking like? I remember seeing a few mega-arterials and found myself feeling really sad. If that kind of land opens up, I'd hope it connects the city to the waterfront if the view is going away. It didn't seem like some of the plans I looked at were doing that very well.

@@CityPlannerPlays going it’s a bit confusing for people who are not used to it and a choke point for traffic trying to avoid the toll which can hit up to $9.00 at peak. There are two ventilation systems that resemble factories at each end. The old viaduct land is supposed to be a park setting but may be developed for commercial use.
So great to see you get excited about the fact that all the water pipes are where they belong - under the roads! Maybe you could give extra point for that? jk

I would LOVE it if you connected with Biffa to get a save of his city(new tealand) to do THIS. Im not trying to be mean to him, or anyone else making cities. Theres just some things that people do which is ridiculous. They also don't understand what some buildings do well enough to use them properly. There should be a massive office area with minimal commercial that SURROUNDS the school of economics, because it BOOSTS them specifically. Same thing for many other "specialty" buildings in the game. Instead of it just looking nice, take advantage of these buildings to their fullest. Bus and metro routes need a major explanation. People just have these long routes that wind around all over. Not how its done in most well planned cities. They have a specific route that goes in a circle like you did in the "tutorial city" where different routes cross paths but go to different areas but they're all basic circles/rectangles for the most part... Also paying attention to order of operations when it comes to industries and warehouses, cargo hubs. Theres a way to make these areas where they just go one by one, turning right in, then right out, and right in to where it needs to go instead of them doing left hand turns to go the opposite away and then turn left into the next spot. Optimally, every turn is a right hand turn whenever possible for trucks. Your chancel is EXCELLENT at showing people how a city is ACTUALLY planned. Also, we need a NEWER CITY "recreation" that's based on some real city that was built more recently. The 100-year-old concept you updated is one of the coolest episodes EVER.

My late comment is late but, I think the idea behind the 6 lane roads is to accommodate for the bus traffic in either direction. Buses, especially some workshop buses, tend to block the lane they're next to, so 4 lanes become one lane in each direction, with a 6 lane road it becomes 2 lanes in each direction. That's the logic I saw behind it anyway.

You were very harsh on this guy. Do we know where he is from? For example, here in Europe, we don't plunk traffic lights or a bunch of signs on every corner. The less of them the better! In lack of lights and signs the right-hand rule applies. Which raises drivers' alertness and makes them reduce speed. Two birds with one stone! And yes, those six-lane avenues are ridiculously wide. There's no way they'd take the bother to squeeze them in especially if a single lane in both directions would be perfectly apt.

The underground highway seems to used to be on ground level, but pushed underground to make way for monuments and city ornaments

Normally, I agree with your scoring but I got two issues with this. 1: Why does starter map rate such a low score? That's arbitrary as hell. Some of us don't have mad loot to buy all the DLCs, like I don't. I feel like map scoring should PURELY be based on how well the map is utilized as a choice, personally. Rating it low because it's a starter map is really quite lame and threw me off big time. 2: Docking a point for the super expensive, very functional. highly creative underground highway system to help keep traffic from ever becoming an issue...PLUS integration with the Metro line for the city....that's super lame, bro. Even if fanciful as hell and not likely to *ever* happen in reality...this is Cities Skylines, not IRL. I thought that system was incredibly impressive, even if whimsical. Docking a point for those two things almost made me not finish this video.

At 04:19 I spot a sea wall so they may have natural disasters DLC but I’m not sure if sea walls came with that or were a game update.
