Cities Skylines 2 is soon to receive 8 free Region Packs, a free DLC of sorts - though distributed through "Paradox Mods". Important to note that Paradox Mods will be Cities Skylines 2's sole mod workshop, opting away from Steam Workshop support for mods. Console players should be at least a little pleased though, receiving mods, or at the very least, some mod assets. We'll also discuss the paid DLC for cities skylines 2 included in the Ultimate Edition (eg. Beach Properties Asset Pack, Bridges & Ports Expansion, Content Creator packs, and more!) Aaaand finally we'll address the 'everything in the simulation' is fake controversey, which I put down to a broken Cities Skylines 2 rather than a grand theory. Jesus what a train wreck of a release... I genuinely feel bad for Colossal. They knew this wasn't ready and yet the publisher forces them to release a buggy, unoptimized mess. This could've been one of the best selling titles of the year had they left it in the oven a little longer. Paradox did the same thing with Victoria 3. Such a shame because these are the sort of releases that start building you a negative reputation. I had so much respect for Paradox in the early 2010s but now they've turned into the Swedish EA. What a shame.

I am enjoying the game. Had 0 crashes on a 3080 and a Ryzen 7 5800. simple google search can help you optimize the game yourself. I get about 50-55 fps with graphics on high.

Ahh yes because Paradox told them to create a city builder where the citizens have fully modelled teeth... Yes Paradox told them to use 4k textures and a lod that makes the game look crisp and clean even when you are basically looking at things from the sidewalk. Yes, it is all Paradox fault it not the fact that CO went out of their way to build a game designed to run on a 6000 dollar PC and then told you it will run on your 10 year old trash ITX windows 7 mini all in one PC you got at Walmart for 190 dollars. Lmfao

I don't believe for a second that the economy problem is just 'bugged'. Perhaps they are so staggeringly incompetent to release the game in this state, but this seems more like they tried to cover up that the economy isn't implemented at all. Multiple systems not doing what they should be doing but faking it? That's intentional.

Yup pretty sure hospitals don't really do anything either. A lot items I noticed exist, but they felt ikke they didn't actually do anything.

I'd be a little more optimistic. Sometimes just a few lines of code can make huge parts of an application seem like they're not working at all. For now I'd give them the benefit of the doubt, especially because, as the other commenter pointed out, CO seems to struggle with cash flow problems.
It honestly feels like a beta version of the game, but then again, I never really played a fully Vanilla Version of the first Cities Skylines. I'm hoping these bugs and optimizations will be fixed soon, before they start focusing on DLC.

I said this earlier, it feels like an EA game that needs another year. Outside of the performance being the sort of level I'd expect from someone with 0 years experience in the industry, the game has a lot of crap bugs that demolish the gameplay still apparent.

I did and this is just as good as vanilla cs1 on release. Graphics need a bit of optimization. The tools are much better but this has every feature of vanilla cs1 and then some. 8 years ago this game was far from what it is today.

Launch CS1 was even more basic than playing without DLC now is. Part of how it survived was due to the vacuum left after SimCity 2013's terrible launch and subsequent collapse. Now Colossal Order competes with itself.
I hope asset mods like this don't block the achievements, it's really annoying when games do that.
Ok, i thought it was weird that there’s no industrial trucks in my city, except when they first get to the factory from outside connection. Kinda crazy they released the game with the economy literally not working 😅

I dont like what you said around @7:30. People pointing out the economy doesn't work and is a deception. "These people aren't necessarily liars" Why are we throwing shade at the people upset the game boasting a better economy than the first game doesn't have a working economy? If the system is broken on launch and not active deception that doesn't look any better.
Wake me up when Cities 2 has Move It!, Find It!, and Anarchy mods. Until then, I'm going to enjoy my lovely little functioning supply chains I have going in Cities 1. 🙂

Seems to be the story with 90% of AAA releases these days. Multi billion dollar studio/publisher fudges the release (usually because $$$) and it is the mod community to the rescue. I have the ultimate respect for the modders, but what a shitshow on part of studios/publishers.

Anarchy mods are already included ... find it is unnecsary because everything is easy to find........ and move it ...... not neccesary because everythoing is placeable and moveable without placing at a road..... you can place an asset everywhere you want and how you want it..... and then connect a road...... so move it is mostly integrated....... maybe a lot of people shouting fire should find out for themselves before they shout 75% nonsense...... I will not pretend its perfect but a lot of people are playing the parrot .......without trying it out for themselves
It was a while since I played CS1, but as I remember it, a lot of traffic in the game was caused by transport to commercial buildings. Now I can placed commercial zones on an island, only connected with the cruise ship, and somehow they seem to have goods to sell.

You can actually see how much goods a company has... but you have to go to company info view... Through a delivery van (and if company does not receive goods by van, you cant access that info view)
I'm torn on the economy issue. While I always wanted an actual in game economy, I also didn't want CS to become another Anno clone or resource management game as that would kill the vibe of the (now) franchise. Still, some form of supply and demand would have been preferable to none.

I don't think it is going to be that in depth. Clearly there is some sort of economic chain in place, otherwise the developers wouldn't have said it was currently broken. The game isn't pulling from warehouses correctly, or exporting anything out of the city. My understanding is that the system was not functioning as intended and was being exploited, so they switched it off to fix it.

@@alexubel Yeah the system isn't nearly as complex as the industry DLC for the first game. While it isn't working correctly it seems like they just wanted a base system to try and make industry in a typical city a bit more realistic without the need to min/max it.... but if one wanted to they could get into that.

I think an in-depth resource management game would detract from the core city builder experience and would just become very tedious in the long run after you played around with it for a bit. For me at least its fine if its just flavour and theming, rather than an actual game mechanic.

There is an infinite money checkbox if you don't want a city sim. A functional economy is a requirement of a good city builder, otherwise it's just glorified photoshop.
they tried to make console players happier, but in the process pissed off their original fan base on PC.
"Just a bit broken" should be written on this game's tombstone.
I would love to know how much of their decision to release was based on contracts with Microsoft and the day and date release on Game Pass. I have a feeling that if it was a steam release they would have delayed it but I’m sure the contracts had penalties for delays. I can only assume that they are suffering penalties for pushing out the console release but I would imagine it was totally unplayable. That being said the mechanics of the base game are a great improvement and I cannot wait to see what the modding community will be able to accomplish.

Paradox is known for pushing out games early and putting pressure on developers, then dismantling them if the release is a flop. They are exactly like EA, so lets hope CO wont get the Maxis treatment

I’ve only barely played CS1 (despite being a big Sim City fan all my conscious life), but as someone not super familiar with this game and it’s release, I get the impression that they tried to make so many people happy (from like, ocd economy simulators who want to tweak production chain minutia, to bob ross-style beautiful cityscape painters who decal every plot & parcel)… and maybe the studio bit off more than it could chew trying to marry all these facets together in the time they were given. Meanwhile, all the channels/reviewers who exclusively play Cities Skylines seem relatively contented, and optimistic, and channels that cover videogames generally seem to be lambasting the game/release as a complete train wreck. Idk, I’m not even gonna attempt to play the game for a while myself - maybe years - until current high end hardware is a little more attainable, and the game has been optimized and all modded out and DLC-ed up :)

That might be true but I also get the feeling the devs wanted to create a solid base foundation to work on in the future or have modders jump on. A city builder is a niche game to begin with and there are a lot of very vocal/hardcore niches within it as you say. The original game literally took years to get to the point where it was a very well rounded city builder. pushed by modders and developers working on the core game. Right now I find the game totally playable is fine in the same way City Skylines 1 was playable and fine. It is definitely not as straight-forward as the first game was but there are some interesting systems at play in it.

dev's trying to put together work of many different individual modders work that was made in cs1 over yrs in a unrealistic timeframe which cover only half of it, lack of test in its functionality's and other optimization, bugs stuff & you get current CS2 release

Honestly I think it's running just fine. I get 25-35 fps on medium settings (tweaked a bit lower) My pc was kinda midrange when I built it about 4 years ago. It's on xbox gamepass so you can always try it before you buy, that's what I'm doing. There is even a trial for 1$ if you haven't used it before (or create a new email lol) My pc: Cpu: AMD Ryzen 3400g GPU: GeForce 2060 super (8gb Vram) Ram: 16gb Storage: nvme SSD.

@@BetaTestingUrGf Cool info, though I find it delusional to think a 2060 is "midrange". Perhaps your CPU may be the weak spot but anyway, CPU bottlenecks are far cheaper to handle. Honestly I believe that devs aren't adjusting to already competent setups that go far below a 2060 and can render good looking graphics on their own merit.

I bought the ultimate edition on pre order before the revised system specs were released. With an R7 1800X, 32G RAM and a 1080 TI I seriously considered getting a game refund. I decided to give it a go in the end and with the introduction of most of the performance suggestions that various people have made, the game seems rock solid, 30-40 FPS, a GPU at 65 degrees/95% usage and 50% RAM being used and, overall, perfectly playable. Had I invested several thousand on a high end PC and seen little above this I would probably have been a bit cheesed off - like many people are. I can live with a vanilla game for now. I can also accept mods coming via Paradox. I can even accept some of the game mechanics being broken. A life in software development has told me that no software is perfect from day one. The real test is a willingness and a capability to fix bugs and to offer new features over a reasonable lifetime. Perhaps I have been lucky with the components in my PC. Perhaps I am easily pleased these days, who knows. Honestly though, if people are willing to invest time in learning the game now, I think that they will enjoy the game, with better performance, less bugs and more fesatures in the mid term.
This game needed another year of development.

@@Spider-Man62 The performance is quite bad, the game lacks even basic functionality that CS1 had, there's a ton of bugs and glitches, AI behavior is strange. I'd definitely say it could have used another year being developed.

Thanks for addressing the issue of a potentially broken economy. The only thing that appears to stick is that commercial zones do not need goods to operate or even make a profit. I believe the going thought is that if commercial zones were to need goods for survival, they would end up going broke too often. It is hoped receiving goods is a requirement for commercial zones to level up.
Im actually not that disappointed. I love the new zoning options, making it much easier to make a realistic looking city. Also I really like what they have done with the scaling, cities just look much bigger and less "gamified" than in the first game. Plus at least on my system the game runs fine, and im using a 3060Ti and a Ryzen 5800 so fairly midrange id say. Im on low gfx and 1080p but the framerate is decent. Citybuilders just slow down as cities get bigger. Same for CS1 and Simcity 4 for me. Its all a bit janky though so I get it, but for this 20 man studio I have a lot more patience and understanding than some triple A studio like EA. And you just know that all these issues will be adressed in the future, its very clear that this is not the final product and it will recieve support and updates, many for free, for many years to come. C:S 1 was also a very, very different game in 2015 than it is now.

I dont think current zonings any different then the last as you loose a lot of space if everything doesnt fit in a box which doesn't work in natural flow, one of its apparent noticeable flaw as nature's not completely asymmetric ...

Biggest issue i have is i want a more detailrd breakdown of expenses and how much money is being lost to imports and exports but i guess maybe that doesnt exist because unlike the first game where the city gets money directly from exports its more thr companies getting the money and that just goes to taxes. Not fully sure. Love the more detailed traffic simualation so much Pedestrians run actoss the crosswalk when it js about to turn red!!! And today i saw a car that had a green stop to let a pedestrian finish crossing. That would not have happened in the first game lol. Very satisifed with parking logic too. Much more fun to watch.

The thing is if they don't deliver the economy simulation as was advertised relatively soon I will try to refund the game based on false advertising if not flat-out scamming us. No matter how many hours played Steam says. No wonder the game felt super easy because it is, the player cannot fail in its current state.

I will buy a DLC if it adds functionality to the game. But I really don't like buying DLCs which are nothing more than maps and asset packs. I support modders on the Steam workshop and if they continue with CS2, will probably continue to support them -- depending on the US economy. I have already pulled back on subscriptions this year. But to me a DLC should not just provide assets. I want to see a major addition to the game -- airports, industry, ship mechanics where we could have marinas, sailboats, jetskis, etc. I'll pay an asset creator for a Palm Beach series of assets, but not Paradox as a DLC.

Wait, I've never heard that mods will not be available on steam... I've already bought the game, because my cs1 broke for some reason... I played over 2 hours. Is there any option to get my money back? I feel scammed now
I think that claim that the economy is fake is basically a result of a non intended "negative wave" around the release, the game released broken (people should have a full right to complain about this btw, nobody wants to pay for a broken product) and many aspects that are evidently broken are being seen now, and since people are not happy about the original state of the game, new, more aggresive claims are comming up as the result of people who are already not happy seeing more things that are not working
None of the bugs and issues with exporting, trading and production matter because at the end of the day there is no way of tracking the performance of that area of your city. You can vaguely see if you have a surplus or deficit of certain goods and resources, but other than that you have zero idea what is being exported, what is being utilized locally and how much is being made from everything. I'm really enjoying the game, but I have gotten to the point where I'm pretty annoyed with the fact that these features don't exist. I have multiple cities so far and one of them has almost 70,000 people in it and I'm at the point where I can't build much more so I am resorting to focus on managing resources and trade and it's frustrating having little to zero intel on whether anything I do is making a difference other than increasing my services cost.

I am probably missing something then, as many of us are. I have concluded some test and got the idea that it is bugged/currently fake. Had only agricultures in my city, I set taxes for beverages commercial to maximum and set beverages industry to -10%, deleted highways and made one railway trade hub. Commercial buildings selling beverages never closed, I had to delete them, although they were having an issue with lack of customers. After all of that I was making a lot of beverages in surplus, over 70t/month, and had only 25 tons in cargo hub, where are they going? All other resources where at 222 tons, how? My next question was, does it really produce anything, so I deleted all of me residential zones and all factories had employees and was still making money, though there were still 25 tones of beverages in hub, how? I am not trying to argue, I am just looking for an answer. How can some people have this game breaking issues and other have no idea what are we talking about? I am not pointing at anyone, except CO and Paradox, I am just afraid that we were scammed.
you could always judge a game based on its bugs or missing features. many of the bug sin this game could have benefited greatly from an extended beta test or early access release. I may get this game later but probably after many of the issues are solved and indeed when they cave and bring mods back to steam cause that is just an unnecessary restriction regardless of what their dlc plans are.

@@alexubel not necessarily. BG3 was in EA for a long time. it's the only real alternative to simply buying full price game that is incomplete being billed as a full release game. It grants a developer the time needed to develop a game without the pressure of having released it. Once you release a game, you're basically saying, this is my game please buy it. Whereas, if it's early access, you're saying, this game probably sucks, but we're working on it, thanks for your support, when it comes out, you will already have it.
I don't know if the game is fixable because they already released. If it was early access they could overhaul everything and break everyone's saves. Not likely after a release was done and that is what is needed.
If they expect us to buy any of future dlcs with the current amateurish development they can be sure they won’t have our money.
Imagine spending years making a game, then obviously never play testing the game or any of its features or mechanics, and then selling it for full price way before its ready, then expecting people to be excited to pay more for dlc's for the broken base game :) ~ Paradox dont need to imagine.

Paradox needs to start finishing existing games rather than shoveling half finished games and releasing DLCs. I am totally sick of the Paradox's monetization model. No Man's Sky is a perfect example of how you can build a game and support it without nickel and diming your users and resorting to paid DLCs

I'm already considering the game is on Post-Beta (should we call it Gama?) version. A few months from now we will get the final release.

Disappointed there isn't a mass transit DLC. Though maybe this will be covered in the other DLCs.

The game definitely feels unfinished. There are some bugs and the performance and optimization are just abysmal
Haven't watched those whole vid yet, but it says so very much that non of the regions include the Global South. Nothing Middle East, South America, Polynesia and Africa. Can't wait to pay for undercooked DLC for those regions in 5 years.
Shame Paradox Mods cant have any branded assets or mods in which affect the games performance

Modders already came out awhile back n shit on Steam Workshop being useless when it comes to its UI/UX design, clutter, and some mods containing malware that'll screw over anyone that download it. Even Value said they might shut it down someday due to how expensive the system is, thus why most modders for this community is looking forward to PM that'll expand their mods to EVERYONE regardless of what console & PC storefront people use which is better for the long term anyway. Buy it or not, CS2 will be alive for a long, long time

You know Paradox only hired 20 people for this sequel right?… that's their equivalent of an upgrade after the original 15 devs from the original.
Here's a novel idea (it seems): How about not bothering with all the minute details like "what is this pedestrian's name and where is she going". How about getting the bigger stuff to work FIRST, then if there's "framerate to spare", by all means - throw in a few (hundred thousand) dogs and people milling about. If all we cared about was the people milling around the streets, we would be playing The Sims, wouldn't we? I personally couldn't care less if the streets were bereft of people - if that helped the city itself work more like a real one. It's utterly ridiculous that it's all a facade - garbage delivered to cargo train terminals? Entire districts WITHOUT any outside connections importing and exporting like there's no tomorrow? It's every bit as much BS as their "you don't need over 30 fps in a city sim" - had the engine been able of reaching 120 fps with ease, they would NOT have slowed it down "because you don't need more than 30". It's like they emphasized all the BS from CS1 when they made CS2 - but with "better road tools and more polish". Without having bothered trying CS2 on my 6 year old PC, I'm guessing every single emergency vehicle will still gladly drive across town to attend to a crisis much more important than the one happening right next door. A city that looks like it could house 2 million people has residential demands because even the biggest building houses only 10-15 people. And without mods, there is next to no control over the flow of goods and services. It's all a bit too much like they REALLY wanted to make The Sims, and for each version they are taking it one step closer. They'll probably toss in a pronoun editor before the simulation makes any sense.

This game in general looks awful.
C:S2 simply shouldn't have been released in its current state. it's unfinished, broken in multiple ways and clearly needed a lot more dev time than what it got before releasing it to the public. Feels like PC players are being beta testers for the console at this rate.
Honestly I will wait forever for them to release a Latin American building style, and or region as I love the types of buildings from Argentina to Mexico.

5 hours in game and multiple game-breaking issues I've had to reload or quit for. Excluding the atrocious performance.

I gotta say this feels like the typical release where half the Internet says it's shit when it's fine. I don't think many of you remember how bare bones cs1 was on release. It didn't feel bare bones at the time but we didn't know what cs1 would be in 8 years
The biggest dissapoinment for me is the fact you can build only grid cities, which can look realistic, the same thing that was with CS1. It was fixed with mods in CS1, but I'm not sure how it's gonna be implemented.
You make some very good video and i love your voice it is very nice fitting and i love you very detail explanation.
m so happy I skipped this. Very disappointed with CS2 and everything surrounding it; the unfinished release state (mind this is AAA full release!!!... unacceptable), the "no Steam workshop", the million overpriced DLC's that will come... Gaming is not as fun as it used to be.
So glad their first thoughts went to dlc and not the user.
Well, it's a good thing I decided to wait on this one. I'll give it a few major patches then look at it again.
Games fun. It needs patches though , however good it is. I have top end pc (4090 etc) but I’m getting stutters at 25k pop . Still , good game
I really hope they don't go the route of extending the game to round it out with DLCs that should have been in the game from the get go and then making those DLCs paid... like I already paid for the game and I got an incomplete game. I don't mind if the initial release is rough, as long as the features you add to bring it up to expectations aren't additional charges.
Mods being from paradox? Yea, I had my doubts of buying this game, but that was a the nail in the coffin. Nothing will ever beat steam workshop or nexusmods. Everything else is just retarded upper management bs that I will not deal with.

Simcity 2013 economy simulation works way better. I used to watch small trucks tranaporting good from factories to shops and citizens actually buying them. You coils see shopa storage going down as pwople were buying

simcity 2013 did a lot of things very right. its much prettier then cs2 while running on systems 14 times weaker (based on recommended specs), better economy, artstyle, music.. it was let down by the always online, bugs and tiny maps but it could've been awesome
omg not the mods not available on steam workshop anymore, it's like the entire point of the game, a community game. this is literally just a capitalization of the game and it's sad

Publishers should be held liable for forces devs to release incomplete games. This has gone too far. These publishers are destroying the AAA market
if they dont bring down the graphics game is toast theres a reason why WOW and other massive games keeps system requirements low so everyone can play
Better than ksp 2's release. I dont think the games that bad. I have it and it runs fine (that said i do have a very powerful machine). I think it is still better than the original wich is what a sequel is for.
this game needed another couple YEARS. this is not a case of just wait 3 months and it will be good. This is Early Access/Beta. Its clear as day that they got this running with some stability and shipped it. No respect at all for the consumer. Feel bad for CO, Paradox did them dirty and pushed the release out WAAAAAAY to early

The atrocious-looking mountains were of course kept from pre-release. The gap between the effort put into hyping the game and effort put into the actual game is pretty shocking. At this rate it will take years before mods and custom assets enable this game to have cities possible in CS1. Modern game development...

idk why, I like cs2, the core mechanics convinced me I’m sorry for the people that don’t feel that way. I’m sure the game after a few updates with live up to the previous entry. cs1 wasn’t that incredible either when it came out at first

I skipped the game on release due to the performance issues, even though on my PC I would probably be able to make it run just fine. But this is getting a bit too much. Whether it is a bug or it they were lying, it's unacceptable. No way I'm buying this for a full price ever.

Im so glad the console edition will benefit from the new mod workshop...oh wait its not even released cuz any console that runs this game simply explodes. This game was pc first at heart, ppl who want to mod buy PCs to do it. Innovative, sure, most console games dont get mods even if their pc conterparts do... but in this case it feels like a MAJOR mistake to leave behind the steam workshop established community, cs1 is prpbably best mod selection ive ever seen short of minecraft, #1 for steam still. Sad to see steam workshop go. Ill miss the days i browse workshop on the phone daily on the toilet b4 gameing for anything new

So the so-called "Free DLC" is only a mod because they want you to co-opt you in to their own closed ecosystem and not on Steam...Whad-da-phuc Collossall?
I must admit, with my pc spec above minimum but below recommend, and all the criticism, I am surprised that I am getting a good performance. Graphics are okay, but not stunning, but the game is more than playable. And I admit to not noticing the bugs! 😂

I was about to press purchase on the ultimate edition before deciding to double check the performance reviews on launch and suffice to say I decided to hold off for now. If and when they do resolve the performance issues I’ll be happy to purchase and use the game for many years to come with DLC but I believe we shouldn’t purchase incomplete games because it encourages this behavior so I’m putting my money where my mouth is and not purchasing this until it’s actually usable as intended originally.

As a Hungarian, seeing Budapest pop up when you mentioned the east europe pack was an actual jumpscare for me. I always wanted to create a city with the style of Budapest, as well as other big cities in the region. Part of living in Budapest for my entire life is the reason for my love of Cities Skylines, even though I only bought the first game when it was on sale due to the release of the second. However seeing this, I simply cannot wait to get the second game, although I'll do it next year when it is more fleshed out.

No, the economy thing seems intentional. It's not just resources that are broken, the traffic and happiness are too. Houses and industries seem to spawn vehicles only to resemble some activity to make it look like the city is busy with something.
