Web thinning is what you were trying to say ! I use the same wheels , 150 grit and have not had any issues . I just make a thin walled bush to take the 20mm down to the 3/4 spindle of my T&C grinder . If i want a finer finish , i use diamond lap discs 400 , 1000 & 2000 . The discs are the cheap & cheerful variety , same as the wheels .

Chips coming from one side / flute means the grind is not parallel, one is proud of the other. This will cause the drill to shift to one side resulting in a larger hole

The wheel isn't running true on the hub. That's a problem. 4 facet drills are easy on an actual workhead but on a dividing head the process is very fiddly because you need to be able to easily adjust the rotation relative to clearance angle.
