It’s not because of religion. China developed so fast because no one can oppose any work there issued by govt. if govt want a highway than it will be ready no matter any issue. While in India which is completely oppposite to China as it is very diverse so govt has to see everyone concern and you can also see a lot of protest around many dams. Even Narmada river dam get so delayed by so called environmental protestors.
