in the phillipines, we explain it to the tourist that sometimes the waterfalls dried up also like during el nino phenomenon season.

It's a shame that they messed up a natural water feature for this. I've seen zoos and theme parks make beautiful scenic spots without ruining a natural wonder.

Thailand has some waterfall like this. There are not purely artificial, but supplement during the dry season. In opposite, they bypass some water during the rain season for safety.

Getting on for thirty years ago I used to work for a company that supplied artist 'Themers' to various waterparks and tourist attractions around the UK. One of our biggest jobs was the (then) new Sea Life Centre in Birmingham. We specialised in creating realistic rock faces from on-site hand carved concrete, often blending and disguising water pipes (which fed water features) into our work. My point being that a skilled 'Themer' could create a concrete feature so realistic that visitors wouldn't know it wasn't real rock, plus they'd have no idea where the water was being fed from. By comparison this Chinese 'waterfall' looks like it was bodged together by a bunch of right bloody cowboys.

I mean, it makes sense from a tourist standpoint. I believe provincial and national parks in Canada would help water flow on waterfalls with pipes if we were hit with heavy droughts. I just think they'd have them further up stream so it's not so obvious and distracting.
