When checking the operation of your engine, testing the fuel pump pressure is an important step. This can tell you if your fuel pump or fuel pump filter needs replacing.

if the pressure is lower does that mean its the pump or the regulator?

Make sure the gas filter isn't plugged. I change mine every 30,000 miles or so. It's the pump if the pressure stays below 45 lb, but when you have the maximum pressure, turn the key off and wait for 5 minutes. If the pressure drops more than 5 lb. , I'd be looking for leaks in the line. If it rusts through the line, it's usually near the gas tank.

I spray an oil undercoating on the fuel lines and gas lines whenever I get under the car.
