The data pins are not diagnosable by measuring voltage. It are digital connections. You would need an osciloscope to see whats happening on those connections, and then understand what is actually being send which is not easy (or could call it even complicated, a bit of a study)

@overshooter12 Specificaly. Measure the no 4 pin with the dvom meter negative connected to battery ground, Measure the no 5 pin against the same battery ground. Pin 7 if active should read 3 to 4 volts measured against [batt grnd] on this line [pin 7]you don't only want connectivity but also a active +3v. If you get zero volts on pin seven disconnect the battery and measure resistance between pin 7 and a good chassis ground. should be 300 - 600 milli ohms resistance.

Hi Hector, you battery is probably flat. a 12V battery(nominal voltage),must have a bit more than 12V.About the pin 4,it is shorted some where as the resistance is more than 0.25.follow you wiring from OBD2 plug to your ECU(electronic control Unit or the famous computer) and check all the fuses and everthing is okay, you may need to review all possible modifications done on your car or even contact an Auto electrician.

@overshooter12 Part 2. If pin seven has HIGH resistance the K line or diagnostic line is shorted to ground you need to trace the k line from the OBD 2 connector to the Power Control Module looking for a short to ground. consider if you did any work, or made any connections behind the dash recently or added any electrical components to your electrical system. try disconnecting things and check the resistance after each step. when the resistance returns to normal [300 ma] you found your short.
