Apparently you grew up far from the hood. Tempo was simply trying to coax Charlie out into the street to avoid even more legal problems than he could already face. That's why you often hear people saying, "Lets go outside". Fewer crimes being committed. Charlie couldn't fight his way out of a paper bag. Tempo, Charlie's parents, Charlie's fictitious girlfriends, and everyone else in the world knows it already. That's why he asks people to spar at the gym, and then attacks them while they're putting their gloves on. It's the only way he can "win" a "fight".
