Of course they still depend on regular law enforcement when necessary. Why? Because they allowed it to be apart of their culture. When Blacks learn to stop allowing the demonic culture of our times to help make them see themselves as "the most oppressed people in the world", then anything "good" that helps them and society in general is possible.
