The King is reading the speech written by the PM outplaying the Government’s future goals and plans. It’s tradition since the beginning of the British constitution that the reigning monarch reads the Government speech out, the late Queen did the same.

Maybe it’s because it was PM Rishi Sunak who wrote the speech. The King read it out, as it’s a tradition dating back to the formation of the British Constitution that the reigning monarch reads the PM’s speech at the opening of Parliament.
