Because- 1. Her nearly-impossible sensual figure: which people love to condemn in public and regret secretly for not (having/getting someone with) such physique. 2. From Daud to Pyar tu ne ye kya kiya, from Kaun to Ek haseena thi, she rarely played naive romantic girly character like Simran/Geet/Rani or not even any overdramatic jingoist/political character which majority could praise. Even in Rangeela where she could end up like an audience loving bimbo/Lolita, she rather ended up with a tomboyish romanticism to her lover.
