For those who know who he is, it's André-Philippe Gagnon who impersonates "Popa". For those who want a translation... Popa mostly says he's going to be Moman's manager and make her a big star, the jokes cross-referencing the tv show (La Petite Vie) and Céline's carreer. What's making people laugh so much is a lot due to seeing Céline do a comedy act, and imitating the original character pretty well. :)

@Diiva18 Actually, the character Poppa (with the beard) wrote lyrics for the theme music of the TV show, "La Petite Vie" (from the 1990s in Québec). The TV theme is just music really, no lyrics. So what she is singing was just written for the skit. He says he is "Môman's" agent -- Céline is imitating Môman and breaks character to reveal her voice.
